Help... any ideaz? why do you force yourself to design if you do not have any idea ... ?... ... ideaz may come to you while playing others gamez or other gamez when at least expected, some timez they may come while reading a book or an article, some timez while looking at a picture or watching TV...

I think Gaby has a good point -- usually when you are excited about designing a certain concept, it ends up much nicer than when you force yourself. There's nothing wrong with taking a break from making custom levelz.
If you want the framework for a level, one method is to think of a "plot" for it to follow. For example, a grunt going around converting other gruntz so they can go beat enemies you met at the beginning of the level. One level which followed this "plot" idea was 4X100 Relay, where you had 4 gruntz in 4 separate sections which passed off a toy to each other which was needed to complete the level.
Another method is to think of an item (tool, toy, or powerup) and use more of that item in the level than usual while showing its uses. For example, a shield can be used to take attacks from enemy gruntz instead of your attacking gruntz. In the level Bombz Away!, I used several bombs. In Salta!... I used several jump ropes. (In that case, the grunt had to do fairly short tasks)
If you want more ideas, you can look through other levels and see if you think of anything when looking through them.
