This one is more timing-based. I did try not to make the timing too tight, though.

Seemz like a fun concept!
Just from looking over the map image, I'm guessing that UFO has a crazy speed to prevent the grunt from escaping the plateau. It's a bit hard on the eyes to have flashy things like that, so I'd recommend setting it to an Advanced Static Hazard by setting the faceDir to -1, and having it move horizontally with a width of 2, that way the staircases always have a spotlight on them, without having the eye seizure on screen.
Edit: Tested the level successfully to a perfect! The UFO isn't troubling at all actually, so it's fine either way.

Good idea, I didn't even know something like this can be done! I updated the level to change the UFO. Thank you very much for testing!

Please send it to me, and I will distribute this one ASAP.

Since there was no response from anyone achieving a "PERFECT!" score on this one, and the completion time is given as 3 minutes, I will move this to "the front burner" and attempt to get one, myself, so it may be released.
Edit: Verrrry interesting! Out of time to complete it this morning, but I see the (unique!) concept ... but I would have named it "Eliminate His Choices" (to shorten the name). Who says there is nothing new under the sun (in Gruntz!)?
My problem in "Delay Him As Much As Possible", where my display @ 800X600 pixels is insufficient to keep my Grunt, and the Grunt I am trying to delay within the same view. When I move my Grunt to another Switch, the screen jumps in the direction of his movement ... away from the Grunt I need to delay. So I cannot see the next thing I need to switch the states of, to prevent shortcuts.

It probably is ... with a working video card, and the ability to run 32 tiles wide and 24 tiles tall ... so that everything remains within view all the time. I SAVEd every chance I had (which weren't many) so I didn't have to start over each attempt, but I only used one Save slot, and have no idea whether I was too efficient ... or not efficient enough. Almost every choice point I had the enemy Grunt stop and try to go back the other way, before continuing on in the remaining direction he could choose. Perhaps that resulted in delaying him too much!

I took a nap, then came back to retry from my last SAVE ... and managed to take the Warpstone Piece to the King ... without using the Invulnerability Powerup ... so no "PERFECT!". When I checked my e-mail, I had not one, but two(!) "PERFECT!" images waiting for me ... one with the same time as my imPERFECT!, and another 6 seconds faster. Since I had already uploaded my Statz Page to the web host, I will leave it there, and upload the faster "PERFECT!" image as an additional option.
Regardless, I now have multiple proofs that the puzzle is valid, and will now distribute it to the Gruntz Fanz ... several of whom may already have it.
